Your Boy Scout Handbook is your best resource for rank requirements. In fact, it is the ultimate word on requirements. What your book says is BSA law and it is important to note that no one can add to, subtract or change the requirements as listed in your book. Any Scout who encounters a leader who tries to do so should immediately contact his Scoutmaster, Committee Chair or Assistant Scoutmaster so the situation can be corrected.
